On Tuesday, April 10, 2018 at 9:14 pm, OFFICER RYAN KOV, OFFICER WAH AB MALIK and OFFICER GEORGE MANCUSO responded to a report of an individual walking in traffic at Virginia and Atlantic Ave.

The individual appeared to be under the influence of alcohol or narcotics. Near the corner of Pennsylvania and Atlantic Ave. He ignored officers’ request to stay on the ground while an ambulance was en route. He attempted to crawl toward traffic, creating a life-threatening situation and jeopardizing public safety.

The individual became agitated and reached for Officer Kov’s baton, ripping it from the officer’s belt. The individual refused to drop the baton and was ultimately restrained by the officers without further incident.

As frequently witnessed throughout the nation, the apprehension of individuals who resist arrest and attempt to disarm a law enforcement officer, often ends tragically. These incidents result in community outrage and erode the relationship between law enforcement and the community.

OFFICER KOV, OFFICER MALIK, and OFFICER MANCUSO handled the incident of April 10, 2018 with extreme care and caution.

NOW, THEREFORE, BE IT RESOLVED, The Council of the City of Atlantic City recognizes and commends the swift action of OFFICER RYAN KOV, OFFICER WAHAB MALIK and OFFICER GEORGE MANCUSO to prevent a dangerous situation from escalating and potentially causing loss of life; and extends sincere appreciation for their professionalism and outstanding efforts to protect and serve the public.
